Title: Steels wheels

Could you confirm this for me.

I've just trial fitted some standard steel rims to the car (Fulvia 3) and notice the following:

The rims, when fitted without the centre caps and the corresponding inner metal part, are not a close fit to the hub, with maybe 2mm gap all round the hub. This means the wheel is centred on the bolts only.

With the centre caps and inner part fitted, as per my usual wheels there isn't a completely snug fit on the hub, though it's much closer to a fit. Still relies on the tapered bolts to centre.

Is this correct?

And while I'm at it, what's the wheel bolt torque for steel wheels? I'm so sure I've seen it in the handbook, but can't find it now. Would be nice to get it right rather than the usual F tight with a breaker bar.
