Lancia-engined "Fugitive"

I've had an enquiry from someone who owns a Lancia-engined Fugitive. I must confess complete ignorance on what a Fugitive is so I've had to ask the owner (answer here in due course)
The owner would like to know more about the engine. Does anyone have any information they can share?

I think Fugitives were Beetle based kit cars, sort of dune racer so engine could be
std Lancia/Fiat twin cam. seem to remember thay were made by UVA

More info: "The engine number is 828B000 followed by a 7 digit number beginning with 02 - I think its a 1585cc Beta engine but was told the block was also used in the 1.3 motor so not sure. Also the cam belt has 144 teeth - the cam pulleys do not have a lip on the back to stop the cam belt coming off and the belt is so close to the edge it's rubbing against the distributor cap - any thoughts? - all pulleys are in line. Any tuning tips? - can I get a manifold to fit a pair of webers? - they will have to be IDF's or DCNF's as there is not enough room to the side for DCOE's unless the manifold is short."

it looks like a 1600 Beta head, judging by the position of the dizzy, later types were on the end
 of the inlet cam.

He needs to know that wire wool and elbow grease are required on those cam covers.  I also notice a front rim is a bit bent - I wonder how that happend    

Did they say when and where such a beast gets let off the leash?
