Aprilia steering column

Hi all!
I attach a photograph of my Aprilia's steering column. The short outer tube doesn't move relative to the main steering column, and I think it should. Am I correct in assuming that it has seized?

Having applied a lot of heat to the outer tube, I gently tapped it through the loosely-fitting jaws of a vice, as I didn't have a suitable pullers. No harm done to the surface of the outer tube - it slides off the main shaft in the direction of the steering wheel, and is tapered. A quick clean of the inside of the short tube and it should then rotate freely on the main shaft.
