The 'cut outs' accomodate the shape of the glass lens, and the fasteners clip under the bezel it seems. Could save a lamp in the event of stone damage too I suppose.

Richard - are you sure these aren't 'beam converters' for the Continent? I remember putting something very similar on my car for a French trip many years ago. I think the ridges bend the beam towards the right.

Not sure about that. They were made to comply with French law in the 60's when all headlamps had to be that colour.
