Rust , What Rust !! I don't See any rust !!!

One of our members has removed the head from his Fulvia as the gasket has blown, after inspecting the head it looks if it has been skimmed already. can it be skimmed again ? How can you measure the head to check if it can be skimmed  again. Thank you. David, 8228 Roll Eyes
