It is a legal requirement in Italy that a trader must give you a receipt.....and that you must take it!
In the last 2 weeks I know of a local to us in the Veneto  small cantina (vineyard) which sells lovely wine in bottles and draft which has had the Guardia Finanzia (basically the Inland Revenue) in for the last 2 months checking receipts and duty paid against bottles, corks, labels and cartons bought and also checking their tankage and number of vines. Not sure whether they are taking this years vintage into account much as it was a bumper year volume wise.
I was in Naples 3 weeks ago and saw the Guardia Finanzia checking receipts being given to all at a tourist restaurant on exit ( tourists don't usually care shout getting receipts but Italians do) and in Sicily last week we saw an unhappy fisherman selling fish from his little boat on the quay  being interviewed by the Guardia Finanzia.
Things are obviously changing!j
Having said that, you definitely need cash at the Padova autojumble.

I was recently asked for my tax reference by Elvexio esposito ( the rubber seals people) when buying some door and window seals, which I queried but they are obviously trying to be good Italian citizens!!

I read somewhere the Italian treasury only manages to collect 30% of what's due in tax revenues, hence the activities of the financial police. Non payment of taxes seems endemic among the Italian self employed and who can blame them? If you think our government can squander public finances some Italian politicians take it to entirely new level.

I thought it was endemic amongst British self employed too, especially in the building trades. I am sure our government could do much more but which of us would turn their nose up at a discount for cash?

This could be in danger of getting a bit political.
