I believe that was originally imported by Alan Cooper. He had the same plate on a Dedra 2000 Turbo before it.
Definitely Alan's old HPE as he's pointed out it came from the Netherlands on Lancisti, supplied by Van Dyke Schouton in Rotterdam which is where my elefantino Rosso came from as I decided to use them, based on Alan being a friend, and his experience of buying from them.
Shortly after Alan bought it, both of us along with Simon Davis who has the pre facelift HPE, went with Alan a Frank Dehler of club vincenzo Lancia meeting in Germany, and visited the French National Motor Museum in Mulhouse, on the same trip.
